The Transportation Security Administration published its Final Rule on fingerprint-based background checks for hazmat haulers requiring checks those applying for a permit for the first time. TSA also established fees in the Final Rule for those checks.
The fees for hazardous materials endorsement (HME) applicants who submit fingerprints and applicant information to a TSA agent total $94 and include fees for information collection, transmission, threat assessment and an FBI clearance.
The background check covers relevant criminal history databases. In the case of aliens, checks are performed on relevant databases to determine the status of the alien under U.S. immigration laws. As appropriate, these investigations may include a check of relevant international databases through Interpol-U.S. National Central Bureau or other appropriate means.
TSA estimates that there are currently 2.7 million HME holders throughout the U.S.
The start date of fingerprint-based checks for transfer and renewal of HME applicants is May 31. Those applying for a hazmat permit for the first time have been subject to fingerprinting checks since January 31 of this year. |
